Due to bureaucratic delays in the port of Chernomorsk for two weeks they could not unload a container with 300 sheep. Because of what, from hunger, thirst and stress, all animals lost their offspring, and 54 sheep died. After the scandal in Ukraine, the rules for transporting animals were complicated.
Now veterinary documents will be issued only after checking the conditions in which live cargo is transported. This is stated in the order of the State Food and Beverage Service "On cases of non-compliance with the rules for transporting animals" No. 887 of 10/31/2018.
The rules for the transportation of animals, which are mentioned in the new order, are established by the Cabinet of Ministers Decree No. 1402 of November 16, 2011.
Responsible for the implementation of the new order are the heads of the territorial bodies of the State Food and Beverage Service and regional services of the state veterinary and sanitary control and supervision at the state border and transport. The order also obliges to provide video recording of loading animals.
If transport and transportation conditions (in particular, compliance with the minimum area per animal) do not comply with the rules, veterinary documents for the goods will not be issued.
Interestingly, animals died in the port due to bureaucracy. In Turkey, the buyer did not pick up the goods and the container with the sheep was returned to Ukraine. Where they found themselves in limbo, the veterinarians did not allow them to be imported, but they did not give permission to euthanize the animals either, and at different instances of the State Food and Beverage Service they could not figure out whom to entrust the issue with.
